Water, Wastewater, and Stormwater Assistance Program: Helping Systems and Tribes Access BIL Funding in Region 6

About the Program

The project is intended to help systems in EPA Region 6 build capacity and access existing State Revolving Fund (SRF) money, as well as the additional Bipartisan Infrastructure Law (BIL) funding, in a timely fashion while ensuring the needs of disadvantaged communities of all types throughout the region are well-served. The project team can assist communities throughout the entire funding process and help build the pipeline of fundable projects.

Through the program we will help communities develop and submit project proposals, including SRF applications for BIL funding. We will support underserved communities with technical assistance to identify sustainable infrastructure solutions. We will provide states, Tribes, and local governments or water systems with technical assistance services to advance equitable health and environmental protections.

We especially hope to engage small, under-resourced, BIPOC (black, indigenous, people of color), isolated, tribal, traditionally underserved, and rural and urban disadvantaged communities in the program.

We commit to promoting “shovel-worthy” rather than just “shovel-ready” projects. It is important that projects that are undertaken fit community values and culture, technical and technological capabilities, financial capabilities, and affordability concerns, and that they represent the best possible outcome for the community.

EVENT: States Kickoff Webinar

Sept 12 2023, 9-10:30am MDT – This kickoff webinar introduced state regulatory and SRF staff, Region 6 EPA Drinking Water, Wastewater, and Tribal program staff to the project.

The SW EFC Water, Wastewater, and Stormwater Assistance Program offers assistance with infrastructure projects and technical assistance to water, wastewater, and stormwater systems in EPA Region 6 (NM, TX, AR, LA, OK, and 66 tribes). We have formed outside partnerships with additional organizations doing similar and/or complementary work in the region.
