Not all assets are equally important to a\u00a0utility\u2019s\u00a0systems. Some assets are\u00a0highly critical\u00a0to achieving a system\u2019s\u00a0<\/span>Level of Service\u00a0goals<\/span>\u00a0and others are much less so. Criticality is the measure of risk associated with an asset. Projects and\u00a0preventative maintenance\u00a0activities should be prioritized based on criticality analysis\u00a0to\u00a0use limited financial and personnel\u00a0resources\u00a0efficiently. To\u00a0determine\u00a0where to\u00a0allocate\u00a0resources, it is important to\u00a0determine\u00a0which assets are the most likely to fail and\u00a0which assets have the most detrimental consequences if\u00a0a\u00a0failure occurs.<\/span>\u00a0<\/span><\/p>\n Determining\u00a0the critical nature of assets is specific to your utility.\u00a0Some\u00a0assets or types of assets may be critical\u00a0at one utility and not another or even similar assets but in\u00a0different locations\u00a0in the same utility system. Utility\u00a0staff must examine the assets in their inventory carefully to\u00a0determine\u00a0which assets are critical and why.<\/span>\u00a0<\/span><\/p>\n To\u00a0determine\u00a0which assets are critical, two questions are important:<\/span>\u00a0<\/span><\/p>\n Assets\u00a0can\u00a0have several\u00a0<\/span>modes of failure<\/span>\u00a0up to\u00a0and including\u00a0breakdown,\u00a0and there are many\u00a0variables\u00a0impacting\u00a0the likelihood\u00a0an asset will fail.\u00a0Evaluating\u00a0all of\u00a0the variables can\u00a0provide an overall assessment of the asset\u2019s probability of failure and can be represented with a\u00a0<\/span>numerical rating scale<\/span>\u00a0(e.g., 1 to 5 or 1 to 10) ranging from\u00a0a very low\u00a0probability of failure to\u00a0a very high\u00a0probability of failure.\u00a0<\/span>\u00a0<\/span><\/p>\n After the likelihood of failure of each asset is\u00a0determined, it is important to\u00a0identify\u00a0the\u00a0consequence\u00a0of failure.\u00a0Determining\u00a0consequence\u00a0of failure\u00a0includes considering\u00a0several\u00a0<\/span>tangible and intangible\u00a0variables<\/span>\u00a0and can also be expressed numerically using a similar\u00a0<\/span>rating scale<\/span>\u00a0as probability of failure\u00a0(e.g., 1 to 5 or 1 to 10).<\/span>\u00a0<\/span><\/p>\n In assessing risks and consequences of failure, the lower number\u00a0represents\u00a0lower risk and minimal\u00a0consequence,\u00a0and a higher number\u00a0indicates\u00a0greater risk and\u00a0substantial consequence.\u00a0\u00a0A zero probability is not used because no asset has zero risk. Quantifying risk for each asset type provides an informed prioritization process that not only\u00a0identifies\u00a0the highest risk\u00a0assets but\u00a0also allows for the comparison of risk reduction options. The criticality of any given asset will change over time,\u00a0and it is important to\u00a0identify\u00a0ways\u00a0to\u00a0\u00a0<\/span>reduce\u00a0risk.
