Operational procedures and maintenance activities\u00a0must\u00a0be documented in\u00a0a way that makes sense to the utility and provides records that are easily accessed.\u00a0Some options for data management include:<\/span>\u00a0<\/span><\/p>\n Any type of written or electronic maintenance program needs to include a mechanism to document the work\u00a0that\u00a0has been completed,\u00a0so managers can track maintenance activities and\u00a0costs\u00a0on an individual asset basis.<\/span>\u00a0<\/span><\/p>\n A\u00a0utility\u00a0can have a lot of data and\u00a0very little\u00a0knowledge if the data is incomplete,\u00a0poor quality, inaccessible, or the wrong type.\u00a0Staff\u00a0must\u00a0determine\u00a0what data is needed to make good\u00a0management\u00a0decisions for\u00a0the assets, where that data will be stored,\u00a0and who should have access to it. Once those decisions are made,\u00a0they\u00a0should\u00a0be communicated\u00a0with the staff.<\/span>\u00a0<\/span><\/p>\n Just as there\u00a0might\u00a0be data that is needed and is not collected, there\u00a0might\u00a0be data that is collected but not needed. If data is not useful for operations, maintenance, or capital decision-making,\u00a0and there is no other compelling reason to obtain the data, it should no longer be collected.<\/span>\u00a0<\/span><\/p>\n Utility staff\u00a0should consider data gathering and decision-making to be a cyclical process. Data will be collected and analyzed to gain knowledge and inform the decision-making process. These\u00a0analyses will also point out weaknesses in the data, data quality, or data storage system.\u00a0Utility staff\u00a0can\u00a0evaluate and\u00a0address\u00a0weaknesses and\u00a0repeat\u00a0the process. For the first several years of the cycle, considerable gains will be made in the ability to make decisions about the right way to manage the assets each time through the\u00a0data gathering and decision-making\u00a0cycle.
