These standards exist to ensure that similar assets are installed by each construction\u00a0company\u00a0the same way. They also help ensure\u00a0assets installed by developers, especially those that will eventually be taken over by the system, are installed correctly. These types of standards are particularly important for green assets,\u00a0as they are often installed by others. Pipe assets are\u00a0another\u00a0type\u00a0that will\u00a0likely\u00a0have\u00a0standard procedures.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559740&quot;:240}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\">Sometimes the standard procedures will need to be revised based on the installation conditions. The ability to revise standard installation procedures should be discussed with the engineer and the contractor before bids are received and during construction. This presence during construction can help ensure that construction<span>\u00a0<\/span><\/span><span class=\"NormalTextRun SCXW239828991 BCX8\">proceeds<\/span><span class=\"NormalTextRun SCXW239828991 BCX8\"><span>\u00a0<\/span>according to plan, provide information to the operations staff of construction conditions, provide observations of buried assets, and correct any construction problems before they become permanent.<span>\u00a0<\/span><\/span><span class=\"NormalTextRun SCXW239828991 BCX8\">Any time the contractor and\/or engineer plan an inspection meeting,<span>\u00a0<\/span><\/span><span class=\"NormalTextRun SCXW239828991 BCX8\">utility<\/span><span class=\"NormalTextRun SCXW239828991 BCX8\"><span>\u00a0<\/span><\/span><span class=\"NormalTextRun SCXW239828991 BCX8\">staff<span>\u00a0<\/span><\/span><span class=\"NormalTextRun SCXW239828991 BCX8\">should be advised and should participate in those meetings.<\/span><\/span><span class=\"EOP SCXW239828991 BCX8\" data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559740&quot;:240}\">\u00a0<\/span><\/p>\n<p>[\/et_pb_accordion_item][et_pb_accordion_item title=&#8221;Testing &#8221; _builder_version=&#8221;4.27.6&#8243; _module_preset=&#8221;default&#8221; global_colors_info=&#8221;{}&#8221; theme_builder_area=&#8221;post_content&#8221; open=&#8221;off&#8221;]<\/p>\n<p><span data-contrast=\"none\" xml:lang=\"EN-US\" lang=\"EN-US\" class=\"TextRun SCXW134049720 BCX8\"><span class=\"NormalTextRun SCXW134049720 BCX8\">Testing the operation of the asset before final construction is something that<span>\u00a0<\/span><\/span><span class=\"NormalTextRun SCXW134049720 BCX8\">might<\/span><span class=\"NormalTextRun SCXW134049720 BCX8\"><span>\u00a0<\/span>occur depending on the design and the construction contract.<\/span><span class=\"NormalTextRun SCXW134049720 BCX8\"><span>\u00a0<\/span><\/span><span class=\"NormalTextRun SCXW134049720 BCX8\">Utility staff<\/span><span class=\"NormalTextRun SCXW134049720 BCX8\"><span>\u00a0<\/span>should be aware of the testing of any equipment and should<span>\u00a0<\/span><\/span><span class=\"NormalTextRun SCXW134049720 BCX8\">participate<\/span><span class=\"NormalTextRun SCXW134049720 BCX8\"><span>\u00a0<\/span>in those events.<\/span><span class=\"NormalTextRun SCXW134049720 BCX8\"><span>\u00a0<\/span>For larger projects, a process called \u201ccommissioning\u201d<span>\u00a0<\/span><\/span><span class=\"NormalTextRun SCXW134049720 BCX8\">often is<\/span><span class=\"NormalTextRun SCXW134049720 BCX8\"><span>\u00a0<\/span>completed.\u00a0<span>\u00a0<\/span><\/span><span class=\"NormalTextRun SCXW134049720 BCX8\">This is done to ensure the various system components are functioning properly as a whole.<\/span><span class=\"NormalTextRun SCXW134049720 BCX8\"><span>\u00a0<\/span>For ex<\/span><span class=\"NormalTextRun SCXW134049720 BCX8\">ample,<\/span><span class=\"NormalTextRun SCXW134049720 BCX8\"><span>\u00a0<\/span>ensur<\/span><span class=\"NormalTextRun SCXW134049720 BCX8\">e<\/span><span class=\"NormalTextRun SCXW134049720 BCX8\"><span>\u00a0<\/span>a control system and sensors<span>\u00a0<\/span><\/span><span class=\"NormalTextRun SCXW134049720 BCX8\">can<\/span><span class=\"NormalTextRun SCXW134049720 BCX8\"><span>\u00a0<\/span>communicate and make automated changes to setpoint, as per design. As-built drawings should be tracked daily and added to the system\u2019s GIS map as part of the construction contract. It is important to make sure the as-built drawings accurately reflect what was installed.\u00a0If possible, the drawings should be provided in\u00a0an\u00a0electronic format compatible with whatever software the system uses. The\u00a0utility\u00a0should\u00a0indicate\u00a0that it will own the electronic files after the project is completed.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559740&quot;:240}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\">In addition to as-built drawings,\u00a0utility\u00a0staff\u00a0should request information on all the new assets added to the facility. This asset inventory should include all the attribute information desired and should be in a format compatible with the\u00a0system\u2019s\u00a0electronic asset inventory. If the\u00a0utility\u00a0does not yet have an electronic format, at the very least, the information should be provided in a standard format, such as\u00a0a\u00a0spreadsheet\u00a0or .csv\u00a0file. This requirement needs to be included in either the construction contractor or engineer\u2019s RFB\/RFP and the contract. It must also be clear that the system owns the data after the project.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559740&quot;:240}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\">Other documents that should be provided upon completion of construction include Operation and Maintenance Manuals, Standard Operating Procedures, Manufacturer\u2019s\u00a0Warranties\u00a0and\/or Contractor\u2019s Guarantee. The\u00a0system should always be able to\u00a0access\u00a0these\u00a0documents.\u00a0The warranties and guarantees should be examined carefully to see if there are any\u00a0requirements\u00a0for maintenance or operation to make sure the warranties remain valid. The system would not want to find out after the fact that failure to perform a particular task on a particular schedule resulted in voiding of the warranty. Often this type of work is called \u201cwarranty\u201d work and can be specified as such in the work order system. Lack of training or improper training can result in resentment,<span>\u00a0<\/span><\/span><span class=\"NormalTextRun SCXW136521691 BCX8\">improper operation,<\/span><span class=\"NormalTextRun SCXW136521691 BCX8\"><span>\u00a0<\/span>or even employee injury. The contract should include adequate training for the operators and maintenance personnel. It is also worth considering the timing of the training. Often, training is provided only at the very beginning of<span>\u00a0<\/span><\/span><span class=\"NormalTextRun ContextualSpellingAndGrammarErrorV2Themed SCXW136521691 BCX8\">operation<\/span><span class=\"NormalTextRun SCXW136521691 BCX8\">. At this time, the situation is likely to be<span>\u00a0<\/span><\/span><span class=\"NormalTextRun ContextualSpellingAndGrammarErrorV2Themed SCXW136521691 BCX8\">chaotic<\/span><span class=\"NormalTextRun SCXW136521691 BCX8\"><span>\u00a0<\/span>and activities<span>\u00a0<\/span><\/span><span class=\"NormalTextRun SCXW136521691 BCX8\">might<\/span><span class=\"NormalTextRun SCXW136521691 BCX8\"><span>\u00a0<\/span>seem reasonable.
