To\u00a0continue to\u00a0calculate the criticality\u00a0score\u00a0of an asset, the\u00a0consequence\u00a0of failure of\u00a0an\u00a0asset needs to be quantified.\u00a0Like a probability of failure rating structure, a\u00a0consequence\u00a0of failure rating structure that includes a numeric rating as well as a description of each rating\u00a0ensures that all staff are scoring assets the same way.\u00a0Once the rating structure is created,\u00a0utility\u00a0staff will rate the consequence of failure of each asset using the rating structure.\u00a0<\/span>\u00a0<\/span><\/p>\n The consequence of failure rating is complex because it includes a variety of qualitative and quantitative factors that\u00a0need\u00a0to be considered together within the\u00a0<\/span>triple bottom line<\/span><\/b>\u00a0categories of financial, environmental, and social. It can be difficult to blend these types of factors and decide how to value each of them compared to the others.\u00a0For\u00a0example, the\u00a0utility\u00a0may have to pay direct costs related to an\u00a0asset\u00a0failure,\u00a0such as cost of water loss, repairs,\u00a0fines\u00a0or property damage. There are also potentially indirect costs that may occur in the form of social consequences that are not easily quantified, such as business or customer interruptions, traffic delays, public\u00a0perception\u00a0or reputation\u00a0degradation. Often when an asset fails, the consequences of that failure will fall into at least two of the three Triple Bottom Line categories,\u00a0if not all three.<\/span>\u00a0<\/span><\/p>\n To assess the qualitative and quantitative consequences from\u00a0asset failure, consider all the information the system may have, such as\u00a0experience, known financial costs, past regulatory failures, complaints from customers,\u00a0number of customers that an asset serves,\u00a0and models to help predict the consequences of failure. Impacts of relevant natural hazards\u00a0(e.g.,\u00a0wildfire,\u00a0severe thunderstorm, tornado, earthquake,\u00a0extreme temperatures,\u00a0or hurricanes)\u00a0on assets may be more challenging to estimate because data may not be readily available,\u00a0and the events are\u00a0relatively infrequent\u00a0and unexpected. Because these events can potentially have high consequences, especially to large natural assets, there are several models available to predict how these natural assets will respond to natural disasters:<\/span>\u00a0<\/span><\/p>\n Utilities\u00a0must look at financial, environmental,\u00a0and social consequences when assessing the overall consequences of asset failure\u00a0to\u00a0make holistic and informed judgements across all types of assets. Below are descriptions of these three consequence categories as well as some examples of the type of consequences that fall into each category.\u00a0<\/span>\u00a0<\/span><\/p>\n [\/et_pb_text][et_pb_text _builder_version=”4.27.6″ _module_preset=”default” global_colors_info=”{}” theme_builder_area=”et_body_layout”]<\/p>\n Financial\u00a0Consequences<\/span><\/b>\u00a0<\/span><\/p>\n \u00a0<\/span>Consider\u00a0all\u00a0the potential\u00a0direct and indirect\u00a0financial costs associated with an\u00a0asset\u00a0failure.\u202fThe examples below are not an exhaustive list of financial costs but are some of the most common costs to consider.\u202f<\/span>\u00a0<\/span><\/p>\n [\/et_pb_text][et_pb_accordion _builder_version=”4.27.6″ _module_preset=”default” hover_enabled=”0″ global_colors_info=”{}” theme_builder_area=”et_body_layout” sticky_enabled=”0″][et_pb_accordion_item title=”Cost of Repair\/Replacement ” open=”on” _builder_version=”4.27.6″ _module_preset=”default” global_colors_info=”{}” theme_builder_area=”et_body_layout”]<\/p>\n Depending on the type of asset and the extent of the failure, repair may be simple,\u00a0<\/span><\/span>moderate<\/span>\u00a0<\/span>or extensive. Some failures may be so severe, or repairs may be so expensive that asset replacement is the best option. If the asset can be repaired easily at a reasonable cost, the consequences are lower. As the costs and complexity of repairs increase, the consequences of failure\u00a0<\/span><\/span>increases<\/span>. For example, a small leak in a water distribution pipe can be repaired with a clamp, or a chlorine pump can be replaced with a spare pump or\u00a0<\/span><\/span>perhaps the<\/span>\u00a0<\/span>parts can be replaced inside the pump. Both situations would\u00a0<\/span><\/span>constitute<\/span>\u00a0<\/span>a lower consequence of failure. The failure of a major wastewater collection pipe or wetlands may be more involved and expensive, may require extensive efforts to repair, and may result in several\u00a0<\/span><\/span>additional<\/span>\u00a0<\/span>consequences beyond financial (environmental, public health, social). These types of failures will result in higher consequences.<\/span><\/span>\u00a0<\/span><\/p>\n [\/et_pb_accordion_item][et_pb_accordion_item title=”Costs or Impacts Related to Collateral Damage Caused by the Failure ” _builder_version=”4.27.6″ _module_preset=”default” hover_enabled=”0″ global_colors_info=”{}” theme_builder_area=”et_body_layout” open=”off” sticky_enabled=”0″]<\/p>\n In some cases, when an asset fails, damage may extend to other assets within the system or to assets unrelated to the water, stormwater, or wastewater system. One example of this type of damage is a drinking water line failure causing a sinkhole which in turn causes major sections of a road to collapse or damage the foundation of a building, or damage to cars falling in the sinkhole. Another example is several\u00a0<\/span>stormwater drains<\/span><\/b>\u00a0becoming clogged over time\u00a0and become\u00a0unable to properly drain during a storm event.\u00a0The water may go into a store front, potentially causing damage inside the store.\u00a0<\/span>\u00a0<\/span><\/p>\n Another example is a sewer pipe failure that leaks sewage into a home or yard or onto a schoolyard or playground.\u00a0In these cases, there may be a significant amount of clean up\u00a0required\u00a0to restore property or habitat. The system may be held responsible for this collateral damage, and in these cases, the costs related to this type of failure need to be considered. Collateral damage may also occur within a utility. If a sewer collapses, debris may be delivered to the wastewater treatment plant which may damage motors or other moving parts.<\/span>\u00a0<\/span><\/p>\n [\/et_pb_accordion_item][et_pb_accordion_item _builder_version=”4.27.6″ _module_preset=”default” theme_builder_area=”et_body_layout” title=”Cost of Shutting Down or Limiting Operations ” hover_enabled=”0″ sticky_enabled=”0″ open=”off”]<\/p>\n Shutting down or limiting operations, even for a short period of time, may have significant economic impacts for businesses.<\/span>\u00a0<\/span>A sewer pipe leak near a major roadway may prevent customers from visiting businesses because of road blockages or\u00a0<\/span><\/span>odor<\/span>. The reduction in business income due to repair work having blocked or shut down\u00a0<\/span><\/span>the businesses<\/span>\u00a0<\/span>can financially\u00a0<\/span><\/span>impact<\/span>\u00a0<\/span>businesses. Lack of service may also\u00a0<\/span><\/span>impact<\/span>\u00a0<\/span>the system\u2019s revenue if the\u00a0<\/span><\/span>service<\/span>\u00a0<\/span>disruption is lengthy, and water is not passing through the meters of business customers. Lost revenue is considered a cost as well.\u00a0<\/span><\/span>If meters fail or billing systems are unable to collect payments, that revenue cannot be recovered.<\/span>\u00a0<\/span><\/span>\u00a0<\/span><\/p>\n [\/et_pb_accordion_item][et_pb_accordion_item _builder_version=”4.27.6″ _module_preset=”default” theme_builder_area=”et_body_layout” title=”Property Values ” hover_enabled=”0″ sticky_enabled=”0″ open=”off”]<\/p>\n Property values can be raised when significant green infrastructure is installed in neighborhoods due to the aesthetic appeal and the opportunity for outdoor recreation. However, failure of that green infrastructure leading to unkept,\u00a0<\/span><\/span>clogged<\/span>\u00a0<\/span>or dilapidated green assets can just as easily decrease livability and property values and negatively\u00a0<\/span><\/span>impact<\/span>\u00a0<\/span>those living in the community.\u00a0<\/span><\/span>\u00a0<\/span><\/p>\n [\/et_pb_accordion_item][\/et_pb_accordion][et_pb_text _builder_version=”4.27.6″ _module_preset=”default” hover_enabled=”0″ global_colors_info=”{}” theme_builder_area=”et_body_layout” sticky_enabled=”0″]<\/p>\n Environmental\u00a0Consequences<\/span><\/b>\u00a0<\/span><\/p>\n \u00a0<\/span>Any abrupt or\u00a0significant change\u00a0to water quantity and quality can lead to negative environmental impacts.
