Request for Qualifications<\/span><\/b>\u00a0<\/span><\/p>\n The Southwest Environmental Finance Center (SW EFC) has\u00a0operated\u00a0within a university setting since 1992. SW EFC, a public service entity within the University of New Mexico School of Engineering\u2019s Center for Water and the Environment, is dedicated to\u00a0assisting\u00a0state, local, and\u00a0Tribal governments with the technical, managerial, and financial aspects of environmental service delivery and compliance.\u00a0Since its\u00a0inception, SW\u00a0EFC has worked with water and wastewater entities across the country in a variety of capacities,\u00a0including training and direct technical\u00a0assistance.<\/span>\u00a0<\/span><\/p>\n The U.S. EPA has awarded a Cooperative Agreement to the University of New Mexico\u2019s\u00a0SW EFC for the project entitled\u00a0<\/span>\u201cTraining and Technical Assistance to Improve Water Quality and Enable Small Public Water Systems to Provide Safe Drinking Water\u201d<\/span><\/i>\u00a0(the Project).\u00a0The\u00a0Project\u00a0runs through March 31, 2027, and includes the following partner organizations in addition to SW EFC:\u00a0Syracuse University EFC, University of Maryland EFC, Wichita State University EFC, Michigan Technological University EFC,\u00a0Capacity Collaborative, Moonshot Missions,\u00a0California State University Sacramento EFC, University of Southern Maine EFC, Mississippi State University Water Resources Institute,\u00a0University of Tennessee \u2013 Knoxville Water Resources Research Center,\u00a0and Morgan State University (Collectively, \u201cthe Team”).\u00a0<\/span>\u00a0<\/span><\/p>\n The overall\u00a0objective\u00a0of the Project is to provide training and technical\u00a0assistance\u00a0to small drinking water systems nationwide to strengthen their technical, managerial, and financial (TMF) capacity and support regulatory compliance.\u00a0Under the Safe Drinking Water Act (SDWA), EPA defines small public water systems as those serving 10,000 or fewer customers.<\/span>\u00a0<\/span><\/p>\n The Team has provided technical\u00a0assistance\u00a0under this Project since January 2025. Although the Team provides support across a broad range of subject areas, requests have arisen that require specialized engineering\u00a0expertise\u00a0beyond the Team\u2019s current capacity, including situations requiring professional engineering oversight or stamped deliverables.<\/span>\u00a0<\/span><\/p>\n [\/et_pb_text][et_pb_text _builder_version=”4.27.7″ _module_preset=”default” global_colors_info=”{}” theme_builder_area=”post_content”]<\/p>\n Potential\u00a0Scope of Services<\/span><\/b>\u00a0<\/span><\/p>\n SW EFC is seeking qualifications from firms interested in providing engineering services to support small public drinking water systems nationwide on an as-needed basis. It is not guaranteed that the entire budget will be\u00a0<\/span><\/span>expended<\/span>.<\/span>\u00a0<\/span>The work will be given to firms on a per task basis with an agreement of the cost per task for the work.
